Upload HTML File to Root Directory

I am trying to upload a file to my root directory and am not sure how to do so. Can anyone help? If I go to my sitemap and click on my homepage I do not see a way to upload a HTML file. I only have the option to add a new page. Please help. Thanks!

File storage location is set in the Dashboard, System & Settings, Environment, File Storage Location. To upload a file, you can use the file manager, go to Dashboard, File Manager.

Our of curiosity, what is the purpose of the HTML file? Will it be used on the C5 site for something?

I had to verify the ownership of my site to link it to Google Webmaster Tools. I figured it out though. I had to login to the site that is hosting my website, not concrete5 where I created it. I have never created a website before so I am just trying to learn all of the lingo! Thanks!
