APC Not Clearing User Cache

For those of you using APC - does anyone have problems with the User Cache filling up with old entries? I have the setting "apc.usr.ttl" set to 7200 which should technically delete old user cache entries after 2 hours, but I'm seeing every entry from the last time the server was restarted a week ago - this results in alot of fragmentation a graph like the one I have attached. Any ideas?
