Blocks will not Display

I'm running C5 8.2.1 on one of my client site. Anytime I go into Stacks & Blocks > Block Type I get an error saying "Class name must be a valid object or a string" I turned on "Show the debug error output" in the Debug Setting menu. The error is pointing to the URL "concrete/src/Block/BlockType/BlockTypeList.php"

(See image Attachment) When I comment out line 84. 
$fdir = $dir . '/' . $file;
.The error goes away but will not display any new blocks in the application > block folder.

This one got me stumped. Any ideas would be helpful.
