Build Development Site In Subfolder

I have an older version 5.6 site and it's time to upgrade and build a 5.8 site. I've done this once before with a very small site (less than 10 pages) and I can't remember how I did it.

I want to build the new site athttp://oregonwhitewater.org/conc58... and will eventually move it to the root folder when we are ready to launch it. For the time being, I have created a folver called /conc58 in the root public_html folder and when I navigate to it I get a Page Not Found error. I want to keep the current site live until I'm ready to replace it with the new version 5.8 site.

You're getting a 404 error because your original site is looking at the subfolder as it being a page, which doesn't exist.
It's best to set up a sub-domain and develop there (ex. conc58.yourwebsite.com). Once done, it would be easy to move the new site to the main domain.
