Cannot save Filter by Public Date settings for Page list block

When trying to filter a page list with public dates, I cannot save the settings.
I have tried every option in the modal window but the settings won't save.
The original block used a custom template but removing that does not affect the problem.
I posted a bug report to Github but was asked to start a discussion here.
Debug information:
Looking at the debug information, it might be that there has been some upgrade problem which does this.
I tried to run the manual upgrade script again at ccm/system/upgrade/submit?ccm_token=1452576654:70ac1a2a8f6c01b3d2197a4a9ed3233d and then got the following error:

Looking at the debug information, it might be that there has been some upgrade problem which does this.
I tried to run the manual upgrade script again at ccm/system/upgrade/submit?ccm_token=1452576654:70ac1a2a8f6c01b3d2197a4a9ed3233d and then got the following error:

I uploaded concrete folder as zip file and extracted them in server so that there are no FTP issues.

Ya just because the rest of the site seems to work ok, if the full upgrade didn't run, chances are it's going to cause you a lot of pain going forward.
As far as the WHY it didn't complete, there's a lot of possibilities. It looks like you have numerous overrides, and a few packages loaded up. If any one of those aren't properly calling the Core API and it changed, there's a chance that the upgrade failed when it ran across that code. You should try and run force the upgrade again (take a database backup first) and see if it runs or if you can detect an error message when it happens.

Can you enable the verbose Whoops debugging and see if you can get a more verbose error output, and possibly a stack trace to see what program is actually making the calls to that block that might be a custom one.

In your environment information, it lists a different core version than version installed.
That could be the potential cause.
