Considering using Concrete5 to quickly produce a karma based problem management system

Hi folks. I am an academic informatician with limited programming skills looking to relatively quickly produce a reddit style upvote/downvote system to manage a problem list in a hospital setting. Ideal functionality would include databasing problem submissions and responses, mod-mediated classification through tags, secure-ish login and accumulation of individual karma and posting karma, automatic ordering of topics and responses by total karma points. i.e. just like Reddit, but with a controlled access to a small professional population.

Is Concrete5 the platform that I should be using? I can write a bit of HTML, a fair bit of SQL, and could write PHP a decade ago. NOT a programmer. Need to be able to whack this together over a week or two. Thoughts?

Do you also need this to be HIPAA compliant?

concrete5 has some of the things you are looking for built-in, but what you describe sounds like a lot to do in one or two weeks. This would be time consuming for a professional developer with concrete5 experience.

No ... this would not require compliance with either PIPEDA or provincial health privacy laws ... we are talking about structural and process issues, not patient care.

Thanks for your input ... I have had a couple of pms as well suggesting the same thing. Looks like my search for an out-of-the-box limited reddit type platform continues ... :)
