This is serious bug, When do you think they gonna fix this?
I tried to go back to concrete5 5.6.2.1 where I do not have this error.
But then I cannot login (I replaced the 5.6.3 concrete folder with the 5.6.2.1 one). It says that it missing 3rd part library phpass (new for 5.6.3).
"/public_html/concrete/libraries/3rdparty/phpass/PasswordHash.php"
Is there any way to go around this?

You can't revert a previous version of concrete5 by simply copying the /concrete directory of old version: you should also restore a database backup of that version.
