Geo location for displaying different advertisiments in different cities. And for searching within a radius of current location.

I bought and installed MaxMind IP-GeoLoc thinking it would be my solution. However, I am not sure how to go about accomplishing my goals :(
I have 2 things I need to make happen, apologies for the long post in advance.
Goal 1:
Show different Advertisements and/or Apartments to people in different geographical locations.
Goal 2:
The site at hand is an Apartment rental/listing site. Need people to have the ability to search by City, Zipcode and/or Radius. City, State, Zip and all other info are custom page attributes. So searching by those is not an issue right now.
Anyone ever done this type of thing before? I should mention that I am using 5.6.2
