Guests Can't See Files

Anyone know of a way to allow guests to see files on a web site using C5? We're using the File block to list a file on one of our pages. We've added the guest account to all file manager permissions and file set permissions. Still guests can not see the file. When logged in we can see the file just fine. We're using Advanced Permissions and have added Guest to all File Manager access permissions except Delete. Guests can access the web page where the file is at but can't see the file. Any ideas or suggestions anyone has would be most appreciated. Thank you.
Silly question but does the Guest have permission on the file block itself and the area the block is in?
Yes. The page, area and block all have the same permissions as the File Manager and the file itself.
I'm having a similar problem regarding some image display blocks. Some blocks seem to be obeying the permissions for accessing the file manager itself rather than the permissions setting "View Files: Admin, Guest Registered User".
I suspect this is since changes in version 5.6.
It's been an contentious issue having purchased an image display block that I cannot use. I'm currently having to contact addon developers to ask specifically whether their addons would work in light of this.
