How to create a forum like this Concrete5 one

So I'd really like to set up a forum on my site much like this one right here on the Concrete5 site.
I'm just wondering how to set up this very window I'm now typing in.
How do I set up a form like this ("Start new discussion") to allow registered users to add a page...?
Say for instance (using the default content set up you get if you install C5 with the Elemental theme) I wanted to allow any registered user to add a Job Posting, could I do that and how would I get the form to show in a pop up window rather than the full composer window (as attached).
