Make conversation block approve only

Is it possible to make new messages approve only, so they don't show up immediately and only after they have been approved?
Right now every message shows up automatically and can only be un-approved afterwards.

By default, messages are "Approved", but this can be changed to "Pending".
Dashboard > System & Settings > Conversations > Conversation Permissions > click Add Message to Conversation > Details tab > New Message Approval drop-down > select "Pending"
These messages then can be approved.
Dashboard > Conversations > Messages > click on a pending message > from the popup menu select "Approve"
