moving block inside area (reorder)

Hi,
I am interested to know if API allows to move a newly created block on the first position inside the area that contains other pre-existing blocks (the custom page type used, has already some blocks pre-added in that particular area).
In other words I need the equivalent API calls for the move block drag and drop feature that is present in the page editing mode.
