nav-header submenu on mouse rollover

Guys,
really need your help.
trying to make the header menu show sub-menus on mouse rollover. I have seen guys talking about replacing header_nav.php with view.php and keeping the nav-header class, but for some reason it just does not work for me. when i look at the page source is does not show sub-menu tags. What am I doing wrong, please help.

Goon, i've done the replacement of php code from view.php to header_nav.php. Still not working.
I'm suspecting a CSS issue.
