PNG thumbnails get added as JPG in 8.2.1

Hello,

For a customer (mitraliskno.nl) I noticed a bug that should've been fixed in 8.2.1. If I add a .png image it creates .jpg thumbnails. In the new function Thumbnail Options I've put the option on create .png for png files and .jpg for jpg files. I've also tried to change all thumbnails to .png files but they still appear as .jpg.

Normally this wouldn't be a problem as all modern browsers take the transparency settings from the original file. Sadly this isn't the same in IE11 and lower, where the .png pictures get rendered as black boxes. This is problematic for me as my customers are mostly medicare companies which use very outdated browsers. This isn't anything I am able to change as this is rooted in the hospitals and other government organisations.

I've read about this in a bugreport on Git and it should've been fixed with upgrading to 8.2.1. Did both a local test with a complete new install and I've upgraded my localhost version (haven't upgraded the live version it still runs on 8.2 as I am in India at the moment and my connection doesn't exceed 1Mbit and I don't want to kill my version if it disconnects). I am also unable to recreate the problem for screenshotting as I work on my MacBook and I can't download IE11 for macOS.

Is this still a bug or is it a problem on my side?
