responsive Page thumbnail are automatic in image and content block?

I dont find this to work by default (without adding any code). I change browser size and always see the same image (by size).

Also their is some way to create thumbnail only for one set of pics (i dont want to create endless thumbs - i want this only for the portfolio pics). Solution Beside create thumb upload set and delete this thumb type.
