All richtext is not working

This is an odd one. Yesterday when I attempted to change some text on our website I found the richtext editor was missing the save option. This is in all browsers & multiple computers. When I select edit block I get a green box around the block and then if I click the text, what looks like the classic editor shows up (used to be the inline) and there is no save option.

So, after several attempts to fix I tried testing a clean install (no add-ons at all) of the latest version (8.5.2), and the richtext error continues...

Seeing this happen even on the newest version, I installed the version we had (8.2.0) just to see what happened, and still the same problem...

Any Ideas? Could it somehow be on the server side?

Possibly a mod_security problem on the server. try disabling it in the server back end.

Also, a further detail I noticed, if I add a new content block it shows the loading bar and stalls at ~95%... no idea if that helps.

When this occurs, take a look in your web browser console for errors.

the only error that is popping up is:

oh, a new one came up:

Just an update in case this happens to anyone else. I got with the devs of my web host and we were having a mod security error in the 900s. Thanks to ConcreteOwl for mentioning the mod security possibility.
