Database Error on C5.8.x.x install

I am getting the error:

Database is empty: SQLSTATE[HY000] [1045] Access denied for user 'Rob'@'localhost' (using password: YES)
MySQL InnoDB engine: SQLSTATE[HY000] [1045] Access denied for user 'Rob'@'localhost' (using password: YES)

Mu password and all details are correct for the login.
How can I solve this?

Does the db user have full permissions for the db?
