PHP Version 5.2.9 breaks concrete 5.3.1

Switching from xampp 1.7.0 to 1.7.1 gives me a new version of php 5. I have gone from PHP Version 5.2.8 to 5.2.9 and Concrete 5.3.1 on a new installation is a mess.
Browsing is ok but once you start popping up panels in admin mode they all appear as flat pages rather than popups. Styling is all over the place and looks primitive.
It may not be php's fault but what else could it be? Mysql? Apache? These are clean install experiments. I haven't compared html output or anything yet.
Has anyone run concrete under PHP Version 5.2.9 and used the admin panels with success?

that sounds more like something with the config...like it's not finding the right javascript or css files. i would be surprised if was related to the php version, but i guess i can't say for sure. i'm on php 5.2.6.
are your edit menu buttons all functioning correectly in this new build? I only have the top bar visible on the dashboard but it doesnt appear in any of my content pages!
are you guys clearing your browser and site cache as part of these install/upgrades? This doesnt sound like a php issue but rather a cached JS/Css issue...

i have cleared the cache in all browsers and all the application cache in the dashboard.
