Download the files from TinyMCE like you already have. Then, merge the various directories in
concrete/js/tiny_mce_309/langs
concrete/js/tiny_mce_309/themes
concrete/js/tiny_mce_309/plugins
Then, to actually get it to take, you'll need to add
"language=de" (or whatever language you're using) to the blocks/content/editor_init.php (look for the large JavaScript block toward the top.)
TinyMCE is such a pain to localize that we haven't really attempted it yet. This is the last major hurdle but editing the files above should really do it, although in the little bit of testing I had some troubles. Are you able to make it work?

So I will share my experience to others just in case if you want to work on translating TinyMCE.

wouldn't it be nice, if concrete5 ships with these language packs too and uses the gettext parameter to include the correct tinymce translation as well?

Currently, the c5's TinyMCE is not synced up with language locale settings. I think it's good now for the following reason.
Even if you do sync up..., if the user set up the different locate which TinyMCE language files do not exist, the messages will get messed up like {#save}, {#cancel} and stuff.
So unless we write the checking system that if the particular language does not exist, and then go read the English one.... which is a lot of work, I would prefer to ship the entire c5 package according to the language.
That's why I decided to put Japanese translation directly onto en.js files.
Of course, if we could put all languages files into one folder (including c5 mainframe, add-on, and this TinyMCE) to maintain, that would be ideal.

Hey andrew, I’ve tried your suggestions but had no success at first. However, eventually I found out how it works and I’d like to correct your suggestions:
In my install (Concrete 5.3.3.1) there are two TinyMCE directories, one is called “tiny_mce” and the other one is called “tiny_mce_309”. The thing is, the 309 directory is an older version of TinyMCE than the directory without the number. What I had to do was to add the language files to the “tiny_mce” (without “309“) directory.
After adding the files there I have to edit the tinyMCE.init() function in /blocks/content/editor_config.php (not editor_init.php) just as explained in the TinyMCE docs athttp://wiki.moxiecode.com/index.php/TinyMCE:LanguagePack#Using_a__L...

After hours of googlin' around the planet I found a solution.
Here's what I did, because none of the proposed solutions, neither here nore on the tinymce-site worked:
I made the traduction in german myself.
1. Add below code-line to [root]/blocks/content/editor_config.php
(Copy of [root]/concrete/blocks/content/editor_config.php)
and/or
etc.
2. Copy de code below
3. Create a file (editor) and paste the copied code
4. Save it as 'de.js' into [root]/concrete/js/tiny_mce/langs/
I don't know if the file is at the right place, but an override in [root]/js/tiny_mce/langs/ didn't work.
Also I'd really appreciate, if some other german speaking people could read my traduction and correct it, if necessary.
