Translations - again

Sorry that I have to ask again...
Where can we find official translations? Currently on sourceforge there are only language files for 5.3.2 (but 5.4.0.5 is the current C5 version).
Some people (likehttp://www.concrete-cms.de) offer a download for language files for 5.4.0.5. Can't C5 make these translations official and add them to Sourceforge?
So how do you handle "official" translations?
