connection news and mailing module

is it possible to create a function between addon: Mailing List and
addon: Simple News so that when adding news items, the news item will be send to the subscribers? how much would it cost?

I don't think it would be a good idea to try that with SimpleNews...but you could definitely do that with ProNews.
