Need help moving a site to new cPanel based host

I need someone to migrate a simple site from their current web hosting platform (plain old Linux server running no site management software) to a cPanel account on a new server. We have a full backup of the site, but have been unsuccessful in restoring it to the new cPanel account. The site is still live on the old server, and we may be able to arrange SSH access to the server with the current host if needed.
Update: I believe that the site is running version 5.6.1.2

What has been your problem restoring to the new server?
You do realise that you must change the dns settings to point to the new server and allow up to 24 hours for those settings to propagate globally before the site will 'appear' on the new server?
Normally this would be a simple task for a dev that has the knowledge and experience required.
