Speed depends on a variety of factors, and themes don't really have any affect on this.

If your web host has it, use PHP 7, which helps Concrete run faster.

Cache settings and image (or other media) file sizes are also things to consider.

Although it is intended as a single page profile page template, my "Profolio" theme uses material design, and doesn't have any additional javascript stuff, so it's a light option.
