style customizations

When a user makes style customizations, where are the changes stored ? SQL, File ?

Use case - Theme has had style customizations made, but now needs to be uninstalled and reinstalled due to a bug. On reinstalling the theme the customization are at default settings again. I'd like to restore the previous customization
