Access to CSS or .PHP

Hi everyone,
This is probably going to sound really simple to everyone on here, but bear with me because I have never used concrete5 before. I am working with a client doing SEO work for them and they are using this platform to host their website. I want to update the title tags and meta descriptions but when I do it under the SEO tab it does not change. I am assuming this is because it is locked in the .PHP code to be SITE NAME - PAGE TITLE. So my question is, how do I access the area to correct this so that it can be meta_title which I have as the title tag .PHP code. Any help would be greatly appreciated.
