Add block permissions?

I have a user who is a member of a group with edit permissions but they don't appear to be able to add new blocks (but they can edit existing blocks). If I make them a member of the administrator group they can add ne blocks and paste blocks from clipboard. I'm using advanced permissions. Where should I be looking to resolve this?

Try block & stack permssions, just write in the inteligent bar permissions and add your group to it.

The following area permissions are inherited from the page's permissions.
Add Block to Area: Administrators
Add Stack to Area: Administrators

Hi you can change the page permission by set permissions and on assign Permission change it to manual then you can edit the page permission on this page. If you have subpages on this page they will have the same changes.
You cant change block permissions on the page. for the block permissions you have to go on yoursite.com/index.php/dashboard/blocks/permissions/
click on add Block and then on details there you can specify withc kind of block every group can add..

That's it! It was in Block and Stck permissions. Not page permissions at all.
