Advanced Permissions View Members

I am trying to set up a user group that can search, add and edit members.
I have given what I believe are the correct permissions but when logged in as a member of this group I cant see any members.
See attached images.

There does not seem to be any documentation on how to do this.
Any help on what I have missed would be appreciated.

You have to also change the group permission. Go to /dashboard/users/groups and there, you set permissions on the group or groups you want (or select all groups)
You give permission to search groups to your user group office staff and you're good to go.

I spent ages looking around for what I had missed.

All sorted now.
