block template - just CSS file; how to?

I know how to define block templates and it's quite easy.
What I don't know is how to make just CSS templates for same block.
I've tryed to copy gallery.css to block/templates/css and other possible versions but somehow didn't manage to "hit the right one".
What is proper way to define custom css as template for specific block/package?
