Cache not disabling

Hi,
I have all cache set to off but I realize that it does not work and filesare still being cached in the application/file folder .... is there a way to really disable the cache please ?

So, anything you see ending in an image format (.jpg, .png, etc) cannot be not-cached,

basically thumbnails for files are stored in there, so if you have an image block and you restrict the size, it will create a file in there to reference. These thumbnails will automatically regenerate.

I am running 8.1 locally and I don't have this issue, I do see caches for express entities being generated though.
