Cannot publish page after editing

Hi,
Today i added a few block to a page and wanted to publish it, but when i click on "Exit Edit Mode" the left sidebar appears but the buttons for "Publish Changes" is not in it, has anyone face similar issue in recent version? As you can see at screenshot attached to this post, the sidebar area is empty!

I Switched to elemental, but the issue still exist, anyway i guess it should have something to do with server php setting, because i don't see this issue on my local. Also i attached a screenshot with console to this post.
