Composer not fully publishing pages/changes

When I create or edit a new page in Composer and click "Publish", it doesn't publish the page fully.
Visiting the page will show the "Approve Changes" notification box that needs to be clicked in order to make the change live for guest users.
Editing directly in "Edit Mode" and clicking "Publish" publishes the changes fully.
There is no "Approve Changes" notification box. It just works.
I'm using version 8.3.1.

The auto-save in Composer in kicking in after I've already clicked "Publish Changes". This is creating an additional version above the one that was just published.
Is there anywhere in the CMS to disable Composer's auto-save feature?
