Form edit box not showing up

I have created a form (standard form block that comes with C5), but now when i try to edit it, the edit box doesn't show up. I think it has something to do with how long the page is, but I can not figure out how to get it to come up. I have a small contact form on a different page that I can edit just fine. It's just this one page. Image shows me going to edit, then once I click edit, the form fades back like the edit box should be on top of it, but can't scroll down or anything to find the edit box

Both forms, the resume upload and the application form do the same thing. Once i click edit, the background fades out a bit like normal, but the edit box never shows up.

While in Edit Mode and while attempting to edit the Form block, are there any browser console errors?
What is the link to the page with this form on it?
