Moving Layouts - very painful

Had a client ask how they could move a layout from the bottom of their page, up to the middle. They had about 8 blocks on the page, and wanted to put a 2 column layout in the middle of these.

After clicking on "Edit Container Layout" and clicking and grabbing the cross-hairs, I tried to drag it up above the blocks. It just keeps snapping back and never moves. I am not able to get the green line between the blocks to ever glow larger (like it does when you move a block and find a spot to move it to), there is just no reaction from the CMS.

What is the key or trick to this, is there a spot that you need to drag to to get this to work? We have tried this on the elemental theme in both Firefox and chrome, and have not been able to get the layouts to move.

I know the problem. Often, it's quicker and easier to move the other stuff around the layout (rather than vice versa). That's annoying when there's a lot of blocks, but can be less frustrating.

We do see that works on occasion, but sometimes there are a large amount of blocks that need arranged. Is there no way to make the Hot Spots where you can move items to easier? Any one know of a fix?

(Sadly) it's often times easier to copy the blocks into the clipboard, delete the layouts and recreate them.

Yes, it is a way to do this, but we are trying to find out if this is being looked at for upcoming versions of the CMS? Being able to move around the blocks and layouts as part of the inline editing is one of the better selling features of the system. We want to be able to present this CMS system to our customers for its ease of use.

Does anyone know is this being worked on?
