Custom Page Type that is reusable on all Themes (version 5.7)

Hi,
Im not sure if this is possible, but is there a way to have a Page Type be reusable on all available Themes?
We are trying to create a package wherein a Page Type will be created upon installation of the package. Inside the Page Type php file are some custom php code. But we can't seem to create the Page Type without associating it to a theme.
Or is there any other approach to achieve what we want.
