Permission not working? Can not edit page

Hi
Concrete version 5.7.4.2, extended permissions enabled
I have added a page as user ADMIN with subpages. The subpages take their persmissions from the parent page. The parent page has "group 1" allowed for viewing, "guest" excluded from viewing. The rest can be done by administrators.
When I log in as ADMIN I can edit the subpages just fine.
When I log in as user "someone" - who is in the ADMINISTRATORS group I am unable to view/edit the subpages (and parent) at all. I get a 403 error (in the page layout) telling me I am not allowed to access the page.
I believe this should not be the case.
Anyone else experiencing this strange behaviour? Any ideas?

You will have to set all the permissions for group1
- add user 'someone' to 'group1'
- set all permissions you want to give to group1, like view those pages, dashboard access, etc...
- remove the guests permissions from view, both included and excluded !

This seems to be a workaroud the least: User "Someone" is part of the administrator groupd which in my opinion should have ALL rights (maybe except the superuser 'admin' has more).
I have attached some screenshots myself because I am not sure if your solution would apply to my setting and if I have made clear where my problem is.

the problem seems to be with disallowing view for guests, not with the 2nd admin group
