Problem with moving pages in sitemap

Short version:
I'm getting this error when I try to move some pages in the sitemap: "You do not have sufficient privileges to add this page or these pages to this destination." Can move with super user but not any other group or user.

Long version:
I recently upgraded my site to 5.6 (not the very latest version because I had some issues with the latest version and a particular block) and am no longer able to move pages within one area of my site. This is how my sitemap looks:

Page 1
- Page 1a
- Page 1b
Page 2
- Page 2a
- - Page 2a1
- - Page 2a2
- Page 2b
- - Page 2b1
- - Page 2b2
- Page 2c
- - Page 2c1
- - Page 2c2
Page 3
- Page 3a
- Page 3b
- Page 3c
Page 4
- Page 4a
Page 5
- Page 5a
- Page 5b

For example, I'm trying to create a page alias of Page 2a1 under Page 2b. But when I grab it and drag it onto the Page 2b, it says "You do not have sufficient privileges to add this page or these pages to this destination." I can move pages in other areas of the site, just not any pages under Page 2. The Page 2 section of my site also uses a different page template than the other sections if that makes a difference.

This is something I was able to do just fine in 5.5. but after upgrading, I'm now getting this message. I read in other forums that it could be caused by an issue related to sub-page permissions, which I did have customized to allow the administrator to only be allowed to add certain page templates but I checked those out and they look fine. The permissions of Page 2 and all it's child pages look correct and I've compared them to other top level page permissions (where I'm not having the issue with moving pages) and the permissions look exactly the same.

This is happening for all users/groups other than the super user account.

Also, I have advanced permissions setup and most of my pages get their permissions from their page type defaults if that helps.

Any thoughts as to what could be causing this and how to resolve? Upgrading isn't something I want to consider because I was having some issues with a particular block and really don't want to readdress that if possible.

Does anyone have any thoughts on this. I have no idea what's causing the issue/bug and really need to resolve it.

Okay.. Well, I have noticed some weird issues with concrete5. The permissions LOOK fine, but what is actually happening is clearly different.

I have had a weird bug happen to me in the past. It is VERY rare. I have never been able to replicate it but sometimes it just happens for no apparent reason.

My suggestion is to give the problem pages FULL permissions. Apply them. Try to move the pages and see if they work. Everything should at this point and you shouldn't encounter the issue IF the issue is permissions. If you move them without any issue, then change the permissions back to your desired level and see if you can move it with the permissions you set.

I know it may sound redundant and pointless. But like I said I have found what Concrete5 is actually DISPLAYING and what actually HAPPENS seems to be two different things sometimes.. You have to change the settings and apply them to kinda put it back in line. Give it a try and see what happens. I can't really think of anything else, I thought I would throw this out there since no one has bothered to post anything else. Let me know if that works.

I reviewed the permissions and only one area didn't give access to Administrators, which is the group that is having issues (haven't tested other groups - only Administrators and Super User). That area was "View Page in Sitemap", which seems odd to me because they are able to view the pages in the sitemap. Anyway, I went ahead and gave Administrators access to that feature and logged in as an Administrator and was still unable to move pages. Attached is a screenshot of what the permissions look like for one of the updated pages.

Anymore thoughts on this? If nothing else I guess I'll try and rebuild some of the pages again in the sitemap and hopefully shed some light on this. Please let me know if you have any other thoughts.
