Publish my changes but website not published? Fundamentals are confused

Hey, thanks for taking the time to view this weird question, but If i publish the changes I make the changes aren't made until the server makes them, right? because my website address still has the "We'll have more soon" page and none of the things I've been working on.

THat was a lot of "Make"s on the same post.

Let me try to understand that:

You saved the changes and they didn't appear on your Website? Iam assuming you did all the F5/Reload-crap, so I won't even talk about that.

So let's go: Which specific changes did you make? In my case they happen automatically. Never had to wait for anything.

Did these changes appear when you're logged in or something?

If you are the superuser/administrator for the site and not waiting for someone to approve your edits, it is very likely that clearing your cache (sitewide settings on the dashboard) and, as Precifcar noted, you clear your browser cache (f5) to show your revised page.

Try seeing if his account can commit the changes, if yes, revise your permissions.
