Publishing approval problem

Hi, I have a site that has an old theme, circa 2016. I've duplicated a page, moved it from the drafts to the page tree, and I'm trying to publish it but I get this error each time:
You must choose a page to publish this page beneath.
The interface does not seem to show me a way to do that. Could my theme be hiding the interface to select the parent page?
