Rights to 'Change Task Permissions' forbid?

Hi,
User Group B will have no rights to change permissions for editing the site!
Is the setting in the Dashboard Site Permissions "Change Task Permissions" is not the correct option for this?
If the user or group is OFF, the user can still change these rights based on site!
The privilege system is standard Smile!
