Sitemap Permission

I have advanced permissions set and have given users access to the sitemap but when those users try to add links to other pages they are getting an error that they don't have sitemap access. They have been given viewing permission by group. What am I missing?
I spend lat hour looking for the root cause and also can't see any reason why it is not working.
I have 4 groups for editors (3 separate, and 1 shared) - and members of any group can't see sitemap and find it in smart search on admin bar...
DEVs - would you be so kind and fix it? :)
You can gave access to the page - directly - but button will not appear.
