TinyMCE not fully loading in new 5.6.3.1 update

See the attached screenshot of the behavior and the console log. I just updated from 5.6.0 to 5.6.3.1 hoping to solve this problem but no cigar. The toolbar or toolset doesn't seem to be fully loading. Raw HTML is output in the textarea.

It appears to be an issue with loading a style sheet issue but I can't seem to track down a problem in the code.

What code snippets would help?

Same problem here though I can't put my finger on when this problem arised. And it doesn't help if I run back to an earlier version and it only happends on one of my three sites. That's akward.
