want to submit information to a personal forum that only the logged in user can see

i have c5's discussion forum addon and want to put a block on profile page that the administrator can submit information and have it show up under each users profile. the user could only view it and not edit it. it would be like posts to a persons forum, but they couldnt respond and only the admin can post.
