Meta Tag for Content Type Shows Up Twice in Header

I have noticed that when including header_required for a theme, there is a meta tag that shows up twice in the header:

<meta http-equiv="content-type" content="text/html; charset=UTF-8"/>


I have been having issues with some sites rendering properly in IE11, so I am wondering if this may be the culprit, due to the redundancy.
