Version 7 is stable and a joy to use. If you're building something from scratch, use it.
Version 6 (legacy) remains supported and has lots of add-ons and themes in the marketplace. If you're comfortable with older concrete5 and you want to quickly throw some extensions together, use it.
There is no upgrade path from 5.6.x to 5.7.x, you'll have to migrate content manually.
concrete5 itself is free and open source, but you'll still need to pay someone to host your site.
