Is there any way to link the button down the page using an href?

Do you mean use the button to link to a section of the same page?

If yes than typically that kind of links use an element's ID and adds it to the link. For instance #some-element

You can choose "external link" for the type of link and just add #some-element as a link.

If you then want some sort of smooth scrolling, you can add an extra class-name to the button (bottom of the first tab in the settings) and then use the scrolling script of your choosing to work with that class name.
