Possible to use within a theme?

What if I would like to use this within the theme and not above or below. Say above the footer. Is that possible?

To use on your site, you purchase the add-on and install it to the site. It's then a bock you add to the page in any area and then set in the block options whether you want this at the top or at the bottom of the page.
