California prohibits charging fees on credit card purchases.
I don't want to put down the effort to provide a great addon, I just know surcharges may not be permitted in some places. I am sure it can be used in many states/countries, but from what I understand, if you are in California, this is a No No.

Sorry to start the first post on a negative note; I would hate to see those ignorant of the law facing some scum bag lawyer taking advantage of a misconception.
Suggestion, maybe a shipping percentage could be added for certain rules; ie: 5% for europe, 10% for south america, etc.
