location of the button

I want to ask you if it is possible to put de button anywhere we want or is that limited to a certain block and/or position?

More specific, I want to add a call to action button on the entry page (promotions, actions etc.), I want it to be on top and one the side but there is a large banner section with background video at the moment, can it be placed over that?

You can place the block inside any editable area with other blocks, whether it is a global area or not.

Yes,

I must look in to it because I want to have it on top of a background video,
there is no block there,
