Default Language for Shopping Cart & Checkout Page

I would like to change the default language of the shopping cart & check out page to another language (Japanese). How do we accomplish this?

I am working on an update to include a locale code, which would make the checkout page be in Japanese. It does seem to translate, but it throws an error (see attached screenshot). Hopefully I can get this figured out soon.
When I saw the English version of that particular error, it was associated with the "," typed in the amount value. For example, 65000 yen typed as 65,000 yen with comma returned this error.
I tried testing the currency format with both the correct and incorrect format, but the error persisted.
Did a little digging, and the error is likely due to the Locale setting. Looking at the Paypal developer API, there are several factors that determine the checkout page locale:
1. The shipping address country provided by the merchant in the request.
2. The country taken from the locale code parameter passed by the merchant.
3. The country of the current user.
4. The merchant's country.
I'm working on a way to customize this.

#2 is applicable to the website I have-- where a locale code parameter gets passed onto the checkout page rather than the checkout page determines the language based on other automated factors.
For example, #1, #3, and #4 won't work if a merchant is located in the US but wants to target audiences in Japan (US merchant wanting to sell products in Japan for Japanese audiences).

The error seems to only happen when the product is added to cart. It works fine when using the "buy now" option. I've also found a couple other small bugs, which I'm fixing in the next version.
