A question about Licensing

Hi.
My customer has 3 versions of their website: Develeopment, Staging/Test and Production. Clearly the first 2 are for internal use only. Do they need 3 licenses for that configuration?
Their previous site used Adv Form Builder, which I read Formify replaces. Is there an upgrade path or discount for that?
